I may have an opportunity to buy an '86, 5-string Spoiler and I've been told that the PU selector is sometimes noisy and that it was sprayed with contact cleaner in the past to help. What is recommended in this situation to correct it? If replacement is necessary, how much cost is typically involved?

Sometimes all it takes to clean up the selector switch is to rotate it back and forth about 30-40 times. No idea what it would cost to replace but it is common for the pots and switches to get noisy if they don't get used frequently enough so the first step is always to "give them some exercise."
