It's Stu Hamm from the Joe Satriani live in Alembicland DVD (San Francisco). He's always been a stellar player, and a long time Satriani sideman.

BTW, That video is uniformly excellent and features great playing by all involved. Satch is much more melodic and is easier on the ears than most of his late '80's/early '90's shredder ilk, IMHO.

That's actually a toned-down ("matured"?) version of Stu's customary live solo. Check out his "The Urge" CD for his best playing ever (at least that I've heard). Great songs (rock, funky rap, other styles) and an amazing live solo. Fantastic supportive and lead bass throughout, he is one of the all-time greats.
